Policy, Fairness and Compassion

  • Description
  • About the Author
  • This collection of speeches, interviews and articles from Coordinating Minister for National Security and Minister for Home Affairs K. Shanmugam gives insights into his thinking on political and social issues. It spans a period of over thirty years from 1988, when Shanmugam, then aged 29, was elected into Parliament as the youngest Member of Parliament, to 2008 and beyond, when he became a Cabinet minister holding the portfolios of Law, Foreign Affairs and Home Affairs.

The speeches start from when Shanmugam was a backbencher (for 20 years), pressing for more compensation for his residents and engaging in amusing brushes with government agencies, and continue through to when he became a Cabinet minister, enacting and changing legislation in diverse fields. They add to the perspectives on how Singapore has been governed over the last 38 years.

  • Kasiviswanathan Shanmugam, SC, better known as K. Shanmugam, is Coordinating Minister for National Security and Minister for Home Affairs. He has served as a Member of Parliament (MP) since 1988. He has also served as Minister for Law and Minister for Foreign Affairs.

Admitted to the Singapore Bar in 1985, he later became a Senior Partner at Allen & Gledhill, and one of the youngest lawyers to be appointed a Senior Counsel of the Supreme Court of Singapore at the age of 38.

Shanmugam was educated in Raffles Institution and at the National University of Șingapore where he graduated at the top of his class with a First Class Honours degree in law in 1984.
